Asare development in the state: 61 billion out of 112 billion budget spent in Asar Month

Kathmandu. Most of the budget of the state government was spent in July. The 57th Annual Report of the Office of the Auditor General has pointed out that most of the expenditure was incurred in the month of July even though the Ministry of Economic Affairs and Planning of the state had approved the program and budget on a quarterly basis.

This explains how billions of rupees have been misused by the government in the name of sustainable development.

All the seven states spent Rs. 112.08 billion in the fiscal year 2075/76, of which Rs. 61.2 billion (54.44 percent) was spent in July. As it will be difficult to maintain the quality of the operated project by spending more in the last month of the fiscal year, the accountant general has decided that the program should be operated quarterly as per the approved program.

Purchase missed

The accountant general has also exposed the perversion of direct purchase without competition in the state. According to the Public Procurement Act, 2063, procurement has to be done on the basis of competition.

However, all the states have paid Rs 681.686 million by purchasing furniture, computers, laptops, photocopy machines, printers and other items directly. PROVINCE NO. 1 to 8 crore, region 2 to 26 crore, Bagmati region 17 and a half crore, Gandaki region 1 and a half crore, region no. 5 to 20 million, Karnali 90 million and Far-Western 40 million have bought goods illegally.

The report states that the procurement process has not been followed in special circumstances.

Similarly, it has been seen that all the provinces including Province No. 1 have spent Rs. While spending in this way, Province No. 1 has purchased vehicles worth more than the standard set by various officials.

The flood of grants

According to the report, the Ministry of Land Management, Agriculture and Livestock and its subordinate bodies in the seven states have spent Rs. One lakh programmatic agricultural grants have been provided.

The Accountant General is of the view that there is no monitoring on whether the funds could be used in the right place or not.
