Minister's 'stunt' with procession in the name of monitoring

It is the responsibility of the Minister to make policy decisions and implement them.  For this, there are not only ministries but also separate offices under it.  There is a monitoring division in each ministry and a monitoring branch in the office to understand the status of implementation.  But the ministers of the state government from the center are spending time in the name of monitoring for cheap propaganda rather than fulfilling the responsibilities prescribed by law.  Experts in the field of good governance say that this is not the result.
