Along with urbanization, this area is being modernized as Butwal Mega City. Deputy Prime Minister and Finance Minister Bishnu Poudel has allocated budget for the coming fiscal year with a plan to build a mega city. The plan to make Butwal, Tilotta and Siddharthnagar a metropolis was announced in the last election. Many of the infrastructure needed for a megacity has been built, and some are in the process of being built. The budget of Butwal, Tilottama and Siddharthnagar sent by the association in the budget of the coming fiscal year is Rs 2.5 billion. Yuvaraj Kandel, a scholar from Butwal, says that for the development of Butwal megacity, there should be uniformity in the infrastructure to be built in the municipalities. "In particular, the budget should come in such a way that infrastructure development is uniform and the metropolitan development authority is run through it," he said. "If there is no uniformity in development, it will be difficult to become a megacity." There are also plans to develop Butwal-Bhairahawa, Ghorahi-Tulsipur, Kohalpur-Nepalgunj as metropolises. These are priorities in the plans of the state and federal governments.
Developing the Butwal-Bhairahawa region into a metropolis will also become a political issue. However, planned development is needed to make a developed and modern city. In the budget for the coming fiscal year, Finance Minister Poudel has allocated budget to build underground power transmission in Butwal.

A tree protection program has been launched in the road divider as per the plan to make Butwal green as it is at the foot of Chure and river bank. The main problem in today's cities is waste management. The municipality of Sanamina has started construction of a modern landfill site. It has the cooperation of many municipalities.
A solid program is needed for waste management in Bhairahawa and Tilotta. "Sanamina's landfill site plays an important role in waste management," said Mayor Chitra Bahadur Karki. There are plans to run electric buses from Butwal to Bhairahawa and Lumbini. For which, the government has brought a grant program in the budget for the coming fiscal year. There are already plans to run electric buses in Lumbini. However, it has not come into operation. The International Conference Center being constructed in Butwal, Bhairahawa Airport will make Butwal and Bhairahawa more mobile. The parking village to be built in Belahiya is another modern infrastructure.
It will properly manage the freight vehicles currently scattered along the road. Construction of modern agricultural produce in Karsaghat, stadium, Kevalkar will give concrete form to Butwal Megatisi's dream. Construction work has already started on the two hills above Butwal for car operation only. The drinking water plan required for the population density of the modern city is under construction. The Jhumsa Khola Drinking Water Project will bring more than 30 million liters of water to Butwal daily. Siddhababa's tunnel route and Kaligandaki Tinau diversion will also make the city more attractive.
There are plans to attract water tourists to Tinau after the diversion. The tourists will reach Tansen of Palpa from Lumbini via Butwal.
The Lumbini state government has formulated a policy program for the coming fiscal year to develop Butwal region as a tourist city. The provincial council of ministers has already made a special decision to make Butwal the financial capital.
