Kathmandu-Terai Expressway in confusion while the main dispute is still going on -Nepal -

The long-awaited Kathmandu-Terai Expressway project has been completed but the Nepal Army has not been able to sign the contract. 

The completion date of the project has been extended for three years to 2081 BS.  The army, on the other hand, blames the lack of adequate budget and the proposed zero-kilo cough controversy for the delay.
