How did hoteliers "U" turn by their own decision?

Hoteliers have decided to pay a minimum of Rs 4,300 to a maximum of Rs 10,000 per month to the employees. This decision is the uterus of the entrepreneurs' own decision.

How did the inter-conflict between employees and businessmen end?

Following the agreement reached between the two sides on July 12, Hotel Association Nepal (HAN) made the decision public by holding a press conference on July 15. This was the case in that samadari.

1. In relation to the hotel business affected by Covid-19 and the salaries of the employees affected by it, the hotel association Nepal (HAN) and the concerned three central employees' organizations will classify the hotels in the management of the salaries of the employees and fix the minimum salary based on the same classification.

2. The terms and conditions of this agreement will be in effect until December 31, 2020, and the situation thereafter will be assessed and settled amicably.

3. The implementation and enforcement of this agreement will be done by the empowered joint task force formed between the Hotel Association of Nepal and the Central Level Contracting Trade Unions in the tourism and hotel sector.

4. Those who want to take voluntary leave within the agreement period, resign voluntarily and want to retire from the service and retire due to age limit or in other cases when the service of workers and employees is terminated, the service will be terminated.

5. If any worker or employee receives money during the said contract period and wishes to leave the job immediately without giving one month notice after the expiry of the contract period, the amount he / she understands as per this agreement will be deducted from the grant or any other title. And,

6. The terms of this Agreement shall be binding on both parties. Apart from those mentioned in the agreement, other issues can be discussed with the active unions at the establishment level. Also, the agreement and agreement reached with the establishment level union before this agreement will be maintained.

According to the agreement, the salary of the employees has been classified according to the classification of the hotel. A minimum of Rs 4,300 to a maximum of Rs 10,000 has been fixed. As per the agreement, employees working in hotels with more than 200 five-star rooms will get Rs 10,000 monthly.

Similarly, workers and employees working in five-star hotels with less than 200 rooms and resorts of the same level earn Rs. 9,000 per month, four-star hotels with more than 100 rooms and employees working in resorts of the same level earn Rs. Employees working in four-star hotels with less than 100 rooms and resorts of the same level will get Rs 8,455 per month, while employees working in three-star and similar resorts will get Rs 5,000 per month.

According to the same classification, employees working in two-star and similar resorts will get a minimum of Rs 4,300 per month. However, there is an understanding between businessmen and staff organizations that one-star and tourist-level hotels and resorts can provide money by mutual agreement.

The agreement has been in force since last April. It is mentioned in the agreement that if the situation becomes comfortable and the work goes smoothly, the service facility and salary will be provided.

Among the affected areas due to COVID-19, the most affected areas are hotels and tourism. There is no doubt about it. When all the hotels are closed, the business and the working class working there are completely affected. The workers have lost their livelihood due to loss of livelihood. In such a case, we had promised to provide at least 50 percent of the normal salary facility to the businessmen. But he (businessmen) insisted that they could not be paid from the closed business. He said that even if the salary is paid, he can give only 12.5 percent at most. But we did not agree.

At present, 12.5 per cent of Rs 13,455, which is about Rs 1,600, no worker can survive, saying that we need at least 50 per cent, our position remained. But no one was able to reach an agreement. Entrepreneurs did not back down from their stand and we did not back down from our demands. And, finally, we found the meeting point of both sides. As a result, we have now settled the issue of salary in a six-point agreement.

Let's not say complete satisfaction but we are satisfied with mutual understanding. We believe that this addresses the problem of employees to some extent. All the three unions have signed MoUs with hoteliers. We will now proceed according to this agreement. Once the environment is comfortable.

There are many problems in the hotel and tourism sector. Despite these problems, businesses and workers in the area have to save their livelihood. There is no question of one side surviving and the other side dying. Both sides should go together. It is our belief that we should go together even in the current difficult situation.

In the belief that there should be better relations between workers and businessmen (sahu) when there is a problem, we sought a meeting point so that both sides do not have more problems. In which a three point agreement has been reached between the hoteliers and the workers' organizations. This is not a one-sided decision. There is mutual understanding.

Entrepreneurs say this is the same meeting point of 12.5 percent and 50 percent demanded by us workers. The first thing we have come to agree on is the future of the workers and the question of livelihood. In the meanwhile, there was confusion among the workers as to whether they were employed or not. It was necessary to continue the salary to endure it.

Meanwhile, the Hotel Entrepreneurs' Association Han said that the agreement was reached for the benefit of the employees despite the problems. According to HAN president Sirjana Rana, the issue of paying salary from closed business due to KOVID-19 and even that, paying salary in business uncertainty for one and a half years is a challenge in itself.

"We have taken a big risk. Realizing our responsibility, we have agreed to pay the employees even in the absence of work. This is our generosity towards our employees. It is not a small thing to pay continuous salary for a long time from closed business. This in itself is a matter of challenge. This is a difficult challenge that we hoteliers have taken up, 'said Rana.

At present, there are 138 small and big star hotels under Han from all over the country, while there are 1,151 different types of tourism-friendly hotels. It has a total capacity of 43,999 beds.
