Instead, as India took one step after another, Nepal issued a new political map covering the remaining territory. On Saturday alone, the House of Representatives unanimously passed an amendment to the constitution to include the new map of the territory up to Limpiyadhura in the Nissan stamp. On Saturday, Prime Minister KP Sharma Oli said talks with India would now take place. However, a statement issued by the Indian Ministry of External Affairs on the same day stated that Nepal had violated the agreement to seek a negotiated solution. This also shows that negotiations are not a priority for India.
However, the government is under pressure to hold talks with India on returning the territory after amending the constitution. Why is India reluctant to negotiate? Why is India running away from negotiations? What steps should the government take to create an environment for dialogue with India? Babita Sharma's conversation with four former ambassadors on the subject, in their own words:
Willpower should be seen from the political level: Deep Kumar Upadhyay
As much as Nepal has an obligation with India now, India also has an obligation to maintain good relations with Nepal. But diplomacy must be mature. Must be dignified. The only way to achieve results is through peaceful diplomacy. We have a habit of talking a lot. Diplomacy is about speaking less and giving results. We should do that too.
So now the country has gone into 'correction' mode. Now there is unprecedented national unity. Indian friends may not have thought that this would happen. I don't blame any foreigners. There is no point in blaming others unless we improve our conduct, our foreign policy, our security policy, our foreign ministry, our 'ethical moral base values'. Till today, we have made many shortcomings in the field of land. Susta and Kalapani are both points, not areas. India has also acknowledged that the area is disputed. Despite Nepal's request, he included it in the map.
There are two India within India. The Bharatiya Janata Party (BJP) and Prime Minister Modi are trying to exert political pressure. He started political relations. Until a few years ago, Nepal was run by the Indian administration. "If our ordinary officer is shaking the administration of Nepal's ministers and prime ministers, why should we have a headache?" That lived.
India is our closest neighbor. Descendants of sages, the same ideal, the heritage of Sanatan Dharma culture. This is of great importance to them. Modi's first statement in Parliament in this regard was an expression of conscience. But the Indian bureaucracy does not like such a thing. Changing the country's policy by saying 'towering personality'? That was there.
There has always been instability in Nepal. Coincidentally, there has never been a majority government in Nepal. Always a tough government. Now an unexpectedly strong government has been formed. Even after a strong government was formed, these things could not be our priority.
Now India has published the map in a hurry. After inaugurating the road in Bandabandi, Nepali nationality and Nepali self-esteem were awakened. There was unprecedented national unity and the government was forced. However, the fact that Nepal is ours on the map makes no sense if they live on land. Therefore, the map should be made universally acceptable. An environment should be created for them to go to the exit without being offended.
The current situation of mistrust is a diplomatic failure of the Prime Ministers of both the countries. Before becoming the Prime Minister, we had sent congratulations to the Foreign Minister, we had seen when the telephone would ring on his birthday. Both the Prime Ministers have conveyed the message that our relationship is on the rise. Now there is a rift somewhere in that relationship.
Confidence is important in diplomacy. If you don't believe, the warmth will disappear. It is a failure of both. India's biggest failure. If we had sat down for talks, it would not have been so tense. When they were in talks, their evidence was with them, our evidence was with us.
The wise thing is that the government should make the Nepali people mature by understanding all the history and culture so that they do not have to suffer any hardships. Political level dialogue is needed to make the map acceptable. Both the prime ministers have to rectify the situation. Where did the cold come from now? How come there is no communication, no telephone? This is not going well. It needs to be improved.
We will not go into unnecessary conflict. There is a lot of public opinion now. It should be used by the government. The role of the foreign minister and the prime minister is very important. They have the meaning of the word.
On the other hand, India also has an obligation. If they do not come to the talks, their relations with Nepal will deteriorate. Just as in the Lok Sabha and Rajya Sabha of India, there was a great deal of discussion and debate about the suffering of the Nepali people due to the blockade. Such a discussion does not take place even during war.
Nepali youth are at the forefront of VVIP security. The relationship between Nepal and India does not belong to the party or the leader. The relationship at the root of civilization, culture and history needs to be understood more deeply than what the Indian media has to say. India has moved ahead without understanding the EPG report. The same has been done in the talks now. This is not to say that Nepal has taken the initiative. In India too, the question has arisen: did Nepal advance or did you? Even if we had done hi-hello through technology in time, it would not have reached here. Otherwise, what is Nepal's aggression? The Indian Army is stationed on our land.
So far we have not been able to retaliate. We left our own map. We are now restoring the map. We had weaknesses, we are improving. Therefore, the will of the political level must be shown now. If India does not show the will, it will be a major diplomatic failure. If Nepal also has some shortcomings, the responsible people should take them seriously and go on the path of improvement.
India is in a position to come to talks: Hiranya Lal Shrestha
India has a 'tactic' of delaying and avoiding negotiations as much as possible. Because as soon as we sit down for talks, Nepal has the proof. Their strength is only in vain.
His other 'tactics' were also thwarted by the Parliament of Nepal. Nepalis were not divided on this issue. It was passed by the parliament and became official. On the other hand, the present government has brought the land on the map to a state where it is not possible to do so.
Only today, Indian Defense Minister Rajnath Singh is holding talks with Nepal. Nepal has a bread and butter relationship. This means that India is under pressure to pass the map from the parliament.
There is a growing public opinion within India that talks should be held with Nepal. With Pakistan, China also has border tensions. After China increased its army by 5,000 on the border, India agreed to hold talks with China. How many countries does India seek reconciliation with? Now, if the problem is resolved through talks with Nepal, its international image will also increase. Therefore, the possibility of talks increased. The 'tactics' that divide and divert us have failed.
The political initiative came from Nepal, after the parliament passed the map. Now we have to take a diplomatic initiative. Nepal has sent notes from time to time. Is urging for talks. Today's statement by the Indian Defense Minister also shows that they are ready for talks.
India is under national and international pressure. As Nepal is united, India has reached a point where talks cannot be ignored. Why shouldn't India have to negotiate with other countries now? The question is also being raised sharply.
Even within India, the opposition party is questioning why relations with its neighbors have deteriorated. Experts there are also pushing for talks. As pressure mounts from all sides, India is likely to enter into mandatory talks.
Nepal should also continue its multifaceted efforts. Due to the map, the border with China does not end with Lipulek. Therefore, it was necessary to bury zero point through tripartite talks with China. And, why did China send two trains for Nepal-India! With the goods, even with the banner! This means that if India imposes a blockade, it will supply us to third countries. This message is shown by work, not by word of mouth. So India is forced to negotiate. Comes to talks.
An atmosphere of trust is needed before talks: Lokraj Baral
After issuing the map and registering a proposal to amend the constitution in the parliament, the government has formed a committee to gather evidence. According to the report given by the committee, even if the map had come. That has added to the strategic impasse for the negotiating environment.
Maps are the second thing. The Sugauli Treaty calls the Kali River something to look into in border disputes. Once the two countries reach an agreement on the Kali River, the border will be finalized. So that's something bigger than a map. The map also came but a committee has been formed to gather evidence. They are accusing you of drawing the map without proof. That made it complicated.
We have already shown the Nepali people on the map that this land is ours. Another problem is if you have to go up and down the map and make a transaction while sitting in the negotiation tomorrow.
When Nepal offered to negotiate, India turned a blind eye. He said that we will hold talks after the epidemic of corona virus. In concrete terms, they did not show the intention of negotiations. Negotiations for negotiations, on the other hand, are not even for telephones. You have to have faith first. How to create an atmosphere of trust? What is distrust? What is the point of just negotiating without resolving that issue? If there is no trust, even after hundreds of talks, no solution will come out. The land will not return today. Negotiations with your own evidence can take time.
Therefore, first of all, an atmosphere of mutual trust had to be created for the talks, there is no other way. There are also those who go to extremes to go to the International Court of Justice. But, in the end, we have to go and negotiate.
The main thing is how to overcome the current situation of mistrust. All Nepali people, Parliament supported the map. Now all the work came to the head of the government. Much depends on how the government demonstrates diplomatic efficiency.
India should bow before Nepal's 'Gandhigiri': Tank Karki
What we will do now is 'Gandhigiri'. Just as the British were forced to bow before 'Gandhigiri', India should also bow before this 'Gandhigiri' of Nepal.
In the beginning, the British said that the uncivilized Indians would play tricks on the British Empire. Now the same language is being expressed in a line of Indians.
But, in the end, the British Empire bowed before Gandhi. In the same vein, Nepal has tried to stand on the facts and evidence it has, especially on the paper of the Sugauli Treaty. There is no other way for India to accept this paper. It may take time. In order to restore Nepal-India relations to a former friendly state, it is better for India to give up its aggression and return Nepal's land.
