Rome - The service for the submission of applications by employers who intend to declare the existence of an irregular subordinate employment relationship with Italian or EU citizens as from the Relaunch decree is now active. This can be read on the INPS website.
The regularization is limited, according to the relaunch decree, to the sectors of agriculture, fishing, personal assistance and domestic work.
The application can be submitted, exclusively electronically, through the dedicated service present within the Institute's portal on the page www.inps.it, starting from 1 June 2020 and until 15 July 2020 ".

The regularization of migrants is not enough to solve the problem of lack of work in the countryside where a radical simplification of the "agricultural" voucher is needed immediately which can reduce bureaucracy and also allow recipients of social safety nets, Italian students and pensioners to carry out the work at a time when schools, universities and many economic activities have slowed down and many are on layoffs.
This is the request that arrives from Coldiretti on the occasion of the initiation of the procedures for the emergence of employment relationships and the issue of temporary residence permits provided for in article 103 of the decree law number 34 of 19 May 2020.
In this context - Coldiretti underlines - the opening of the Italian borders from 3 June to European citizens without quarantine obligation is significant, with the possible return of the approximately 150 thousand seasonal workers from the Community from Romania, Poland and Bulgaria and other European and European countries. The Schengen area remained so far blocked for the pandemic while for those from outside the EU, it will be necessary to wait until 15 June.
This is a decision which - specifies Coldiretti - allows to guarantee professionalism and experience to Italian agricultural businesses thanks to the temporary involvement of the same people who cross the border every year for seasonal work and then return to their country. According to Coldiretti estimates, more than ¼ of the Made in Italy at the table is collected in the countryside by foreign hands with 370 thousand regular workers who come from abroad every year, providing 27% of the total number of working days necessary for the sector. The community of European agricultural workers most present in Italy - explains Coldiretti - is the Romanian one with 107591 employed but among the Europeans there are, among others, also Poles (13134) and Bulgarians (11261).
